Question 2070 super cooling problem

I bought a 2070 super used on ebay about a month ago, as an upgrade to a 2060 oc. The seller listed 2070s as having broken fans; he replaced them i believe with cpu cooler fans, which i have connected to the system fan plugs on my motherboard. As a result of this, the card regularly hits 180+f during games or other heavy gpu use, and i believe causes system restarts (its restarting, sometimes bsod, sometimes not. I can't say for sure it's the gpu temps, but i think it is). The seller taped the fans on with masking tape, which is somewhat flimsy, but in medium or below gpu usage situations, it runs, so i don't think the card in of itself is busted. I don't know if anything can be done further to cool it down without nerfing the performance of this used card i took a chance on. IS there anything that can be done?
