Question 2070 Super hitting 0% while under low loads

while playing any games I have my GPU hitting 0% usage causing terrible stuttering.

CPU: Ryzen 9 5950X
MOBO: B550 Tomahawk
GPU: MSI 2070 super gaming trio
PSU: 1000W ROG
Cooler: 240mm AIO ASUS ROG
4 SSDs (2x M.2, 2x SATA)

temps aren't hitting over 60C on the gpu and cpu isnt getting over 75C

Any help would be appreciated

CPU spiked when GPU dropped but only to mid 30%
ram usage at 47%
all drives have at least 15% free space
