Question 2070S won't go above 60fps GTA 5

I recently got a 2070 super FE (paired with a r5 2600X), and today I launched GTA5 for the first time on this combo.

My FPS will not go above 60 with VSync off, refresh rate at 144hz, and 1080p normal settings across the board. Does anyone have some tips?

system specs:
2600X with wraith prism cooler
16gb DDR4 @ 3200mhz
2070S FE
650W gold PSU

did you use ddu to uninstall the old driver?

had a 1660ti and used DDU to do a fresh driver install

I just tested the game at 800x600 and the fps would not go above 60 there either

What the cpu/gpu temp and usage during the game?

GPU doesn't go above 50C and CPU doesn't go above 60C

utilization for both sits around 50%
