2080 & 1700x low fps

Are they just not good for each other, is it the game? or am I doing something wrong..? My Aorus 2080 8gb and Ryzen 7 1700x runs Rainbow Six Siege at only 61 fps max at ultra settings.

Specs:
MSI B350M Gaming PRO
Ryzen 7 1700x
GIGABYTE AORUS GeForce RTX 2080 8GB
G.SKILL TridentZ RGB 2x8
Kingston Digital 240GB NVMe M.2
Samsung 860 EVO 500GB
 
That Motherboard only have 3 Phase CPU and 2 Phase SOC and it can't maintain optimal power for 8 Core CPU, So the CPU cant provide optimal power because lack of VRM's power. For 8 CPU you need at least 5-6 Phase CPU and 3-4 Phase SOC. :). Remember Motherbard is priorities when you build PC before PSU.
 


The monitor I'm using is 1080p 75hz, pretty sure I don't have XMP/DOCP enabled, and yes I'm sure I have my ram in the right slots.
 


I'll try to look for a better motherboard with better power distribution. Thanks!
