Question 2080 displays but shows 0 watts and fans wont spin

So my 2080 evga black shows 0watts in nvidia and the fans won't spin so it just overheats.

I always thought if the card is dead I wouldn't see anything on my monitor?

So do I just have to replace the fans or could something else be causng this?

Yes, the electronics comanding the fans but you can try and swap fans.

Just to check it off the list can you use MSI Afterburner and see if you can get any response from the fan. If truly dead like already suggested change out the fan.
