2080 dropping frames blackout

Hey all,
I currently have a rtx 2080 (please see specs below) I am playing blackout and every couple minutes I will get my frames to drop from 160-60 which causes small stutters. my settings are not not high at all.

what I have tried:
ddu fresh install
turning up the gpu power to 108
changing settings to performance i nvidia control panel
messed with configs file to use recommended settings.
turned xmp on and off




my rig:
i7-6700k 4.4 ghz oc (not running hot around 74)
rtx 2080
ssd Samsung pro
corsair 750i power supply
3400 mhz ddr4 tridentz
gsync alienware 34 inch monitor 1440 120hz


any help would be great.

Its most likely cpu bottlenecking, since blackout is quite heavy on the cpu. There is a ton of info regarding that issue on the web.
