[SOLVED] 2080 Not Performing

I recently upgraded from a GTX 1060 3 gig to an RTX 2080. Since doing so my frame rate has dropped in COD blackout. Running 1920 x 1080. Setting are on high - medium. I get around 60FPS, sometimes it drops as low as 40fps. My card is running around 55 degrees as well. I feel like its not working hard enough.

16 GB ram
Motherboard Gigbyte tech. H170- Gaming
RTX 2080

Im not sure what you mean "monitor set with vsync @ 60"

Yes using display port. my 1060 was DVI

You running a older quad core cpu on a highly cpu dependent game. It's simply cpu bottlenecking, you can confirm by opening task manager before starting the game. After a round just look at the graphs for cpu and gpu usage. Cpu is most likely maxed out all the time.

Ok I will check and confirm this. Any advice on a solid CPU for my setup would be appreciated.

i7 6700/7700(k) would be the best you could do on that platform. You might need a bios update for the 7700.

If your monitor is 60hz and you have Vsync on = then you won't get more frames than your monitor will display, which is 60.
If you were using HDMI and not DP then Hdmi also limits your FPS.
