Question 2080 poor perfomance

Hello guys, i need help trying to understand why my RTX 2080 isnt giving enough FPS. I turned V-Sync off and maxed all graphic settings, and the results are that i cant get past 60 FPS in GTA V on 1080p, while i've seen people gaming at 90 or 100 on youtube and on user benchmark. On high vegetation, is even worse, like 35 FPS. All the temperatures looks fine. It looks im not using the GPU fully, as you can see in the picture below, the usage is 60%. The worst thing in my setup is the monitor(TV), as i couldn't buy a better one yet. I have also done a benchmark, here it is:

UserBenchmarks: Game 129%, Desk 140%, Work 118%
CPU: Intel Core i7-9700K - 107.4%
GPU: Nvidia GeForce RTX 2080 - 149.7%
SSD: Samsung 970 Evo NVMe PCIe M.2 250GB - 264.1%
HDD: Seagate Momentus 2.5" 750GB (2010) - 35.6%
USB: Kingston DataTraveler 2.0 16GB - 5%
RAM: G.SKILL Trident Z RGB DDR4 3200 C16 2x8GB - 36.8%
MBD: Gigabyte Z370 Aorus Gaming 7

Well I doubt this is causing your issue but your 3200mhz RAM kit is running at 2133mhz according to user benchmark. Just turn on XMP in the BIOS to apply the advertised RAM speeds.

Neither your GPU or CPU are near 100% usage. With your specs I would expect near 100% GPU usage in GTA V with vsync off. My first guess would be a gpu driver issue. Are you sure you have the latest and correct nvidia display driver installed for the 2080?

I'll fix the ram settings. Yes, i downloaded the latest driver yesterday. Its 419.35.

go into game settings and check your resolution scale, your GPU usage is WAY high for 1080p and something is definitely going on with your HDD, when this system was built did you perform a clean win10 install or did you transfer your OS from an old system. if yes to the 2nd question, I would do a clean install asap as not doing it will cause issues

I did a clean install on SSD. The HDD is a notebook one that i had laying around and wanted to use it... Also, the resolution scale is turned off.

If you have installed GeForce Experience or maybe by driver defaults there may be a setting that can mess this up. It's called Dynamic Super Resolution. It's effectively rendering in HiRes then downscaling etc etc... It may cause your graphics to run like it was 4k or sth.

It's off on Nvidia's Control Panel and seems off in Geforce Experience as well.
