[SOLVED] 2080 Super not performing?

Built a new pc about a month ago and have slightly oc'ed gpu and cpu. Sometimes I feel like my games are underperforming especially when looking at benchmarks on youtube it seems im hitting less. For example Battlefield V I get around 90fps everything maxed on 1440p but for many others the bottom 1% is around 100. Even in mafia 3 max settings I hit 90 ish again.

i9 9900k 4.7
2080 super evga mem oc to 9000
32gb 3.2 ram

Ran the benchmark and many things are far below average.

For one, you seem to have very high background CPU percentage while you were testing. I would search the cause of that.
