Question 2080 super power consumption?

So I've just bought a second hand 2080 super and plugged it in fans started spinning, but didn't post, fans went off nothing.

Tried it in another pc with a rx750x and it worked instantly, he uses a 7700k and I use a 3700x if that changes anything. How much power does the 2080 super use?

I have 3700x with stock cooler
X570 msi board
32gb corsair vengeance ram
500gb m. 2 drive
2tb ssd

Should I order another power supply? I tested everything the other day with a 1060 6gb and everything worked. But the 2080 super nothin

With a 3700x a high quality 550w would work.

Should be no problem. I ran a 3700x and 2080 Super on a Seasonic 650 Prime Ultra before I upgraded to a 3080. Id try again, maybe reseating the gpu in the motherboard or reseating the power cable may help.

Yeah I've tried a different psu, different cables as both of our psus are modular, I tried the cable that works on his in mine. But I don't think the psu is the issue. I think my board is dead, everything that works in his pc doesn't work in mine. But one thing I can't understand is if it was the board why is the pc running but there is no display?
