[SOLVED] 2080S on PCIe x8

Will PCIe 3.0 x8 bottleneck a 2080S. The reason I am asking is because some people say it will, some say it wont. Some people say it will under certain workloads. Is there some kind of PCIe bandwidth table that lays out how much each card saturates a PCIe slot and how much head room there is. I need someone knowledgeable to clear the air on all of this

Only 1 gpu I know of that can fully saturate PCIe 3.0 x8, and the impact isn't even noticeable: the 2080Ti.

I have a RTX 2080 running at PCIe 3.0 x8 that I used to run at PCIe x16, no difference that I can tell.
