[SOLVED] 2080ti / 8086k Extremely under performing in all games?

Mainly been playing Destiny 2, frames will drop down to 70-80 on ultra at 1080p. Can rarely hold the cap at 144. My friends 1070 uncapped will push upwards of 220.

I've noticed low FPS in general on all games.

Current specs:
RTX 2080ti (on water)
i7 8086k, clocked at 4ghz (stock)
Asus z390 Mobo
32GB Corsair Vengeance (XMP 3000Mhz)
Corsair RM1000x 1000 Watt PSU

I currently am at 1080p, 144hz (I know, I need to upgrade to a 1440p).

All my temps are perfect, 8086k sees up to 45c under load, While the GPU stays around 33c under load.

Things I've tried:
DDU Driver uninstall and complete reinstall.
Fresh OS Install
Flashed MOBO Bios

I havent flashed my GPU Bios, as I've never done that and inexperience.

Thing's I've noticed:
HWMonitor, while gaming, will show my memory clock speed at 7000Mhz?
1070's are out performing me in terms of FPS. On all games.
Ultra vs Low settings seem to make negligible FPS difference.

Just to add why is the 8086 running at just 4GHz? even with MCE you should be at 4.7GHz and a even a slight manual overclock should see you at 4.8GHz all core without any real issues. My standard 8700K is running 4.9GHz at 1,278v all core and I am sure thatr= will push the FPS up and drive the 2080Ti better.

1)Don't use HWMonitor, it's borked. Use HWINFO instead.

2)Hard cpu limitation.
Ultra vs Low settings seem to make negligible FPS difference.
That statement right there is the proof.

3)You ran the Heaven Benchmark at 1600x900 resolution... that's an even harder cpu limitation.

4)2080Ti is not a 1080p card. You are one of many(surprisingly) who've made this mistake.
It's not going to perform much better - and may actually perform worse - than others using lower end cards.

5)Check out your in game usage on EACH CPU CORE. You likely have one or more constantly pegged at 90% or higher - even one is enough to cause a cpu limitation.

Okay, I’ll give this a check. Is the 8086k enough to not bottleneck the GPU, given I use the GPU properly with a 1440p monitor?
