2080ti failing or is it other component

Hello guys,
Currently I have a 1070ti
Ryzen 7 2700x
16gb ddr4 3200
Evga 650 bronze 80+
m
Motherboard asrock a320m
I know it sucks waiting for the new one to arrive
But that setup works just fine but when I plug in a new 2080ti the fans go insanely loud and I get no display.

Do u guys have any idea of what may be causing it or if I should get a replacement for the GPU?

How old is that PSU? Are you on the latest BIOS for your motherboard? I don't know why you paired an A320 chipset with a mid-high end Ryzen and also with higher spec'd rams...? Should've gone with a B450 chipset.

My PSU is less than a year old and I have been upgrading it really slow but for some reason my stupid self left the motherboard for the end... now I did flash the bios as I had to do it to get my ryzen 7 recognized n the 1070 ti but I dont know if it needs another one for a 2080

Have you installed the RTX specific Drivers , allthough the Driver version looks the same it isnt the RTX comes with an extra file that the GTX version doesnt have.
maybe run the system of the CPU graphics install the drivers then put the card in ?
