Question 2080ti incredibly underperforming

Hello, I got my 2080 ti a few days ago and did all the same process' when I upgraded to my old 970 however my 2080ti seems to be performing much worse than my old 970.
GPU: NVIDIA GeForce RTX 2080ti
CPU : i7-6700k @ 4.00GHz
MOTHERBOARD: ASUS ROG MAXIMUS VIII HERO LGA 1151 Intel Z170 HDMI SATA 6Gb/s USB 3.1 USB 3.0 ATX Intel Gaming Motherboard
RAM: Corsair Vengeance LPX 16 GB (2x8GB) DDR4 DRAM 3200MHz (PC4-25600) C16 Memory Kit
PSU: Antec Earthwatts EA-650 GREEN 650W ATX12V v2.3 SLI Ready Crossfire Certified 80 PLUS BRONZE Certified Active PFC Power Supply

Change your settings in game. Uber ultra max, even a 4k DSR. Put as much load as possible on the gpu.

If fps drops below that 160-200 mark, there's an issue with the gpu somewhere, either its gimped by physical means, like someone tried altering the vbios, it's overheating, lack of power etc or its gimped by software, like capped fps, badly optimized drivers, interference by windows insisting on newer generic drivers over game optimized files etc.

If fps doesn't really change, the issue is with the cpu. CSGO uses 2 threads. I'd those threads get maxed out, the cpu doesn't use a third, it just maxes out the 2 and ypu become fps capped. Then there's ram and other possibilities like storage.
