I just built my new PC maybe a little over a month ago. But now my EVGA 2080ti FTW3 ultra hybrid is making the loudest buzzing noise. I have a recording in the link. Has anyone ever had a GPU make this loud of a noise before?

sounds like a dang mini fridge is on my desk.
I know it is the GPU because when i took it completely out of the computer the noise stopped. Could this be related to why i am getting such poor FPS as I have stated in the following post?
