Question 2080ti low usage and powerlimit

Basically I am at a lost end with my 2080ti. I have had it for a few months now, bought it second hand but im sure it's not performing the way it should. It mainly sits at 60-80 usage and occasionally will peak up to 90+, but it's brief. This is not a cpu bottleneck as im running a 5800x and it's running at low usage. I've compared mine to what others are getting in warzone with the same setup, i play in 1080p and i see people getting 90+ usage with no dips in this game, being able to hit 200fps while i hit around 120. I've tried editing the power usage but with all the gpu overclocking tools my power limit is always blocked from use. Also i have the msi lightning z, when i bought this it said the OLED display doesn't work which is fine but you also can't change the rgb fan colours, im just wondering if it's a faulty gpu period.
Is there a way i can edit the power limit, anyone ever experienced this?

RAM: G.Skill Trident Z 32GB 3200mhz
PSU: Corsair RM850x
Motherboard: x470 msi gaming plus

Cpu usually 55-60
