Hello all, I have a quick monitor question. I'll be using it for daily browsing, youtube and some photo editing.

The screen sizes are 21.5" vs 23". Both are 1080p but my two main worries are sitting too close to the monitor thus screwing up my eyes (I usually sit around 27 inches away from my current monitor which is an 18.5" 720p panel; I have no way of sitting further away) as well as everything being tiiiiny making me need to sit closer and that just brings me back to my other concern.

Thoughts, comments, concerns?

Any input will be greatly welcome.

Solution
The standard resolution for 23" to 24" screens is 1920x1080.
There aren't too many 21.5" screens made anymore, most of the older ones were 1680x1050.

The viewing distance you have would be fine up to a 27" screen.
The 23" screen is definitely a better size than 21.5" if they are the same quality.
You have only linked the 21.5" screen, but it looks ok. It is a standard IPS panel with LED edge lighting.

Solution
The whole sitting too close to a TV or monitor damages your eyes thing is a myth, it wont harm your eyes sitting close to a monitor look it up.

I have a 23inch 1090p monitor, I find its a good size at 1080p for decent pixel density while still retaining a decent size. If you ask me a 21.5in monitor is quite small.

As others have noted, the new 1080p screen won't make you go blind. So I did a quick calculation and found the pixel sizes for each monitor:

original (720p, 18.5" diagonal) 79.1 ppi / .012" pixel 100% relative size
1080p/21.5" 102.8 ppi / .009" 81.6%
1080p/23" 95.6 ppi/ .010" 87.3%

None of those pixel densities are extreme, and consider there are options in any version of Windows to modify the size of objects on the screen

27inches distance is far more than enough to get a 27inch display... I'm only 65cm away from my 27inch monitor
