212 evo is fairly loud

hello,
I had my 212 evo for about a year now, and ever since i installed it its been making pretty loud noise even though ive read it was really quiet
even when doing simple things like browsing it keeps getting these rpm jumps for no reason
i took some screenshots to demonstrate
this is when just web browsing

here i didnt even move my mouse from the last pic and it jumped

when idle

and when gaming

The OP says it has always been loud; let's presume it was brand new when it was installed a year ago. It most likely is configured for maximum cooling or the fan is defective.

It doesn't look like the fan is connected to the CPU_Fan (or whatever its label) on the motherboard; that may explain why it always runs at full speed and is noisy.

really?did not know that.. the *first one shows the cpu and fan when browsing cpu-27 c ; fan speed- 1126rpm
*second shows a rpm jump when browsing to 1785 rpm; cpu- 33 c
*third shows then idle cpu- 22 c ; fan speed - 1363 rpm
and *fourth shows when gaming (far cry 4) cpu- 42 c ; fan speed- 1844 rpm

I dont think its defective because before i got the fan i had the stock fan for a week and it was insanely noisy, even for a stock fan it was not normal. and also i built the exact same pc and also on the other pc its noisy and i dont think 2/2 fans will be defective

Nobody ever said a 212 Evo is quiet; it's a decent cooler for its cost. There are quieter coolers, but they also cost more.
