With DDR3 especially I'd go with 1866 Cl9, cause it's more stable, probably uses less voltage, and those extra 267Mhz will not make a noticeable difference, but the 2+ CL could make it worse actually.
1866/9 if OCed to 2133 will prob run fine at 2133/10 so the better performance (slight) edge would go to the 1866 set - the voltages don't really matter, most all 2133 and up sets are 1.6-1.65 which is perfectly safe

Cause the 2133 is on sale for 50 and the 1866 is 82 so i was asking if its worth it
