2133mhz CL11 or 1600mhz CL8?

Both of those RAM sticks would probably be able to reach each others own settings with tweaking.
You won't really notice an FPS difference between either one of them, but if you would have to choose I would say 1600MhzCL8.

Tighter timings help performance a bit too, so with the lower frequency and tighter timings you should save yourself some stress (and heat) on your CPU's memory controller. (Only a few degrees, 2-5)

And even then if you do want the 2133Mhz, you can always change the timings of the other kit to run at 2133CL11. Good chance it will run at those loose timings as well.
 

1600 CL8 isn't really tighter timings than 2133 CL11. Like I said, the latency is almost identical. And while it's conceivable that the 1600 CL8 kit may reach 2133 CL11, the 2133 CL11 is very likely able to go beyond that. Both kits can be overclocked, and the faster kit will almost certainly remain faster when overclocked.
 

Sure it's slower than 2133 CL9, but it's still faster than 1600 CL9 in every aspect. And overall well ahead of 1600 CL8 too.
 
The 1600 CL8 has pretty much the same latency but significantly lower bandwidth. Whenever a program or game is dependent on memory performance, 2133 CL11 will be clearly superior.

And the number of actions per seconds is 33% higher with 2133 CL11 than with 1600 CL8.
