I know this is a stupid question for you smart guys..

Will 4x8GB 2133MHz work on a Asus M5A97 EVO R2.0 by just popping them in?

or is the Specification (4 x DIMM, Max. 32GB, DDR3 2133(O.C.)/1866/1600/1333/1066 MHz ECC, Non-ECC, Un-buffered Memory Dual Channel Memory Architecture), Mean I have to use the 1866MHz and overclock it.

If O.C is needed, can you please explain in detail the procedure on how to do that?

No difference. Same still applies.
Technically, it should work. Drop them in and enter BIOS to set the XMP (Extended Memory Profile) to 2133 if it doesn't do it automatically. In some rare instances, some boards have trouble with some RAM at max speed if all 4 slots are populated to the maximum amount. But that is becoming more and more rare. My AM3+ Gigabyte and Asrock boards handled 2133MHz with no issues when I had my FX-8350.
