22nm vs 14nm Lithography does small number mean better processor?

i am buying a laptop for my uni,
acer e5 571 series is on sale in my place but there is 100 euro difference between 2 laptops one has

i3 4005 22nm http://ark.intel.com/products/75105/Intel-Core-i3-4005U-Processor-3M-Cache-1_70-GHz

and oher has

i5 5200u http://ark.intel.com/products/85212/Intel-Core-i5-5200U-Processor-3M-Cache-up-to-2_70-GHz

dont know if 100 euro is worth the perofrmance that i will get or benifits of the i5 compare to i3.

is there a big difference in tern of battery usage , heat output and performance wise.
and also one say tdp 7.5w and one is 15 dont know if higher is better?

i am mainly going to use it for my uni work , i.e 10 web tabs , ms office , ces edupak (engineering software) at the same time.

if there is enough benifits of buying i5 comapre to i3 i will happply pay extra 100 euro as i will have use it 3 to 4 years of uni.
