24 pin power connector, powers on, add the 4 pin, does not. (Asrock 960GC-GS FX)

My other computer suffered from a power outage and it would not display picture anymore. Tried putting another gfx card in and it would not work. Figured the mobo was shot, so I got this mobo as a replacement.

Problem with this one is I can have the 24 pin power connector in and it will power on just fine. But once I put in the other 4 pin connector it will not turn on. Only the power LED will turn on, and I can not turn it back off by holding the power button. All this is while it's bare besides the processor which is a FX-9370 4.4ghz

What could be causing this? Power supply? Or just a bad mobo?
