Question 240Hz Refresh Rate Issue Or GPU issue

Hi,

I hope I've posted this in the correct part of the forum because I'm not sure what is causing my issue.

I upgraded from a RTX 3080 to RX 7900XTX OC and have been experiecing issues which feel like refresh rate not been 240hz been more like 60hz whilst playing and moving it happens for 1 minute at a time then feel smooth at 240hz then goes back to what feels like 60hz could even be 144hz but I never had this issue with 3080 it always was smooth.

The game I play is warzone 2 mainly at 1440p, 200fps whilst I was getting 155fps on 3080 but that felt better.

I've ruled out,

- Temps which is 60 degree GPU, 72 Degree CPU
- DP Cables
- Game settings
- DDU Drivers
- Reseating GPU, RAM
- Bios settings

It seems like it could be AMD software creating a variable refresh rate but I've enabled/disabled it can't figure it.

My monitor is a Samsung G7 240hz 1440p

- Processor : Intel Core i9-13900k 24 Core 5.8Ghz
- Graphics Card : ASUS TUF AMD RX 7900XTX OC 24GB
- RAM : DDR5 Corsair Vengeance RGB 7200Mhz
- Motherboard : AsRock Phantom Gaming Lightning Z790
- Storage : Sabrent 1TB Pro Plus-G
- PSU : Corsair HX1200 Watt
- Cooler: Thermalright Frozen Notte 360
- Case : MSI Gungnir 110R White

Did you turn off Freesync in AMD driver settings as well as in monitor settings?
Defiently better response times with both disabled which improves the feeling of lower refresh but its still there espsically when moving quickly just to add theres no motion blur in game or any setting like that.
