24fps on 60hz TV when v-sync is enabled

I've seen this on at least a couple games now, when I enable v-sync, the frame rate drops to 24, however I am using what should definitely be a 60hz TV, which you can view here. I am connected to the TV via HDMI.

These are my specs:

  • EVGA Geforce GTX 1070
    Intel Core i7-6700k CPU @ 4.00GHz
    16 GB Memory
    Gigabyte GA-Z170X-Gaming 7 Motherboard
I've ensured that the screen resolution is correct (1920x1080). I've also tried enabling triple buffering from the nVidia control panel.

As far as I'm aware, the TV has a setting for "Film Mode" which can either be Off or Auto, where Off is always 60fps and Auto detects if a film is playing, which sets it to 24fps. I made sure that this is set to Off.

It's always worth noting that under the Monitor tab after clicking "Display adapter settings" under "Display settings" (Windows 10) shows the screen refresh rate as 60 Hertz.
