Question 25-30% GPU usage when gaming on gtx 1080ti

Hi! I have a gtx 1080ti and when I use MSI afterburner to track my GPU and CPU usage it lands on 25-30% going up and down and fo the CPU 60 up to 95% avec 35sec, it cause lag, how to solve it ang get 100GPU utilization ?

Ram: Corsair x4 4gb DDR3 Vengeance pro 1600Mhz
Motherboard: MSI z97 gaming 5

Depends on what application you're using. If your CPU is bottlenecking, then your GPU usage won't change.

If I am reading your post correctly, it sounds like you're saying your CPU is bottlenecking, so your GPU will only use as much power as it needs. Correct me if I have misread.

those number are on overwatch game, i don't think that is bottleneck,
unless i did things wrong with my overclocking
