That CPU has integrated graphics. Honestly on that budget, a discrete GPU doesn't make sense. The integrated graphics should be decent for casual gaming. I'm not sure how demanding PoE is though.

Looking for the best deal still on the fence between building and buying used

for example getting something below and upgrading/buying a gpu for it
