$250 mobo set up for R9-390

I have an AMD r9-390 and its being bottle necked by my FX-6300
so I want to upgrade my CPU, motherboard and ram so hopefully I can get CPU intensive games like GTA 5 to run at 60fps.
I want the set up to keep up with my gpu, last me four years (or have a good upgrade path), and cost under $250
also if there is a good set up that doesn't require DDR4 ram then I wont need to upgrade my ram.
I hope the good people of Tom's Hardware can aid me on my quest.

My CPU temps stays below 55°c and changing graphics setting doesn't change average fps (difference between max and low setting is maybe 5fps). Usually if you have a good CPU and a not so good GPU turning down graphics settings will help a lot. Even with my CPU overclocked to 4.1ghz, all my other programs closed (including the GTA launcher), and priority for GTA set to real time I cant get even a smooth 50fps. all that helps mitigate CPU usage and improves fps but in the end the FX-6300 just isn't fast enough

my current motherboard will only be able to handle an OC of 4.1ghz with the 8350 and single cor performance is what really matters when it comes to gaming thats why quad core i5s are higher rated for gaming. also ghz isn't everything, its about the IPC and architecture. that's why AMD ryzen cores are clocked below 4ghz
