250 tv monitor budget

Hi. I am currently using a RCA L40FHD41YX9 tv for both pc use and console games. Its about 4 years old maybe little older. I am wanting to find something new to use so I can give tv to kids. I can only budget about 250$ for new monitor. Going smaller is fine and losing out on picture quality as well as long as the sync time is faster. I play mostly fps games like cod ghosts on xbox. Thank you for suggestions

How's the benq? Found one here http://www.amazon.com/gp/aw/d/B007HSKSMI/ref=mp_s_a_1_1?qid=1398204919&sr=1-1&pi=SY200_QL40 but skeptical on it saying 1ms at that price.

It's good, but it's only 60hz.
