250kb/s DL speed goes into 1.2mb/s sometimes on steam

My wifi download speed is very slow, around 250kb/s. But this isnt the main question.

For some odd reason, steam...rarely gives me 1.2mb/s download speed. This isn't a cache find or anything since I've never downloaded the game before.

Is it something to do with my wifi, or has telstra been f*****g with our DL speed in total?

Wifi Adaptor: D-Link AirPlus G DWL-G510 Wireless PCI Adapter
Router: TG782T

Could be anything really. Trying to browse the net will lower your download speed as well. Could be interference with the wifi. Others on the network trying to use the internet. Could be a bad download server.
