255 fps on all games

So i built my first pc a couple months back and everything has been fine until now, where every game seems to hit 255fps and cant go any higher, I know 255 fps is good but its really bugging me when before csgo on all low settings was 350-400 and overwatch was hitting the 300 cap, i feel like it may be related to amd ryzen master which locked 4 cores, i reset the program uninstalled it and reset the bios to default and then updated the bios but im still at 255

any help is appreciated

asus gpu tweak apparently was changing every to 255 "max fps" after applying and even uninstalling it
