256 GB Flash Drive Not Formatting Above 32 GB

1. I have a 256 GB Flashdrive that only shows as 32 GB. I am unable to delete partitions from disk management, the option is greyed out.

2. I am able to go all the way through the DISKPART command prompt as an administrator, but running the clean command gives me the error message "DiskPart has encountered an error: The request could not be performed because of an I/O device error. See the System Event Log for more information.

3. I am not tech savvy enough to know exactly how to work the System Event Log, but the only error listed in it is shown with a source of DistributedCOM, an Event ID of 10016, and the General description
The application-specific permission settings do not grant Local Activation
permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost
(Using LRPC) running in the application container Unavailable SID
(Unavailable). This security permission can be modified using the Component
Services administrative tool.

Any tips on how to resolve this issue? My goal is simply to get the flash drive functioning as a 256 GB drive again, I have no desire to keep anything that's on it and a clean wipe is not only acceptable, but preferred. If it makes any difference, the only thing currently on the drive is a clean copy of windows I reinstalled on my laptop, which I am perfectly happy to lose. This error began happening after said installation. The drive is the 256GB Sandisk model.

Seems like the drive is bad, Try it on another computer, if same thing happens, contact Sandisk for a replacement. Did you check to make sure there is no read only switch on it that is set to read only? How did it end up being formatted as 32GB in the first place if it's a 256 GB drive?

What shows in disk management for
For size of the disk and partitions?

Fat 32 normally only goes upto 32 GB under windows

If you create a bootable usb windows 8 or 10 using the Microsoft utility it will use fat 32 because uefi bios requires it to install windows correctly
