280x bf4 fps 40~ 120 how to make the frame rate stable?

Hello, been feeling laggy due to this. does network affects the fps too?

Well, I run BF4 on same card and frame rates pretty much stable throughout even on High. But I do experience screen tear sometimes even if the settings are moved to low. Don't know whats wrong.
