280X low base clock vs other cards??

High guys,

I just got my self a Power Color Radeon R9 280X TurboDuo OC.

I've been getting really low hashrate at around ~600kHash/s with cgminer no matter what I do. I know 280X is capable of reaching 700kHash/s.

Now, I was playing with the BIOS I backed up from the card using VBE7, and then I noticed something strange: my card has a very low base clock of only 880MHz, with turboboost clock of 1030MHz.

I have seen other 280X has the same >1GHz base and boost clock.

Is this normal? I'm very curious of why only this model of card has a very low base clock speed???

P.S. Is it possible this is the reason of the low hash rate? I'm thinking of changing the base clock to 1030Mhz and see what happens.
 
Solution
That's what they choose to sell. Its probably cheaper. It's probably at the same speed as the reference cards that first came out and in fact use the original pc and clocks.

You should be able to overclock it.
