280x not smooth

I recently built my first computer. I have an asus radeon 280x gpu and a i7 4770k cpu. Ive tried Borderlands 2 and Skyrim. When I turn my character in both games it almost looks like its kind of stroby. It happens mostly on the edges of the walls. I can play in heavy action battles in Skyrim and not have a problem but when I get close to some dungeon walls and turn around it lags quite noticeably. Any help would be great.

If it's working in Skyrim during heavy action then I believe your computer is working fine. There is lag in most games at times so it's possible what you are seeing is normal.

See what happens if you:
a) Turn down the graphics quality to its lowest, and also
b) try with VSYNC OFF

Borderlands 2 had some issue with VSYNC stutter which I forget now. I believe I couldn't force VSYNC OFF without getting really bad stutter for some odd reason.

I did get some stutter in Borderlands 2 (GTX680 + i7-3770K + 16GB DDR3) but got rid of most of it by dropping some quality settings.

*Again though, drop the QUALITY settings as low as possible to see if most of the lag/stutter goes away. If it does then increase the quality again and find the best...
I looked for drivers and it said I have all the latest drivers. V Sync for Borderlands is on. The memory clock in games is maxed and the gpu clock is as well....I feel like the gpu I have should be able to play these games no problem especially since the recommended requirements are way below..
