280x stuck at 300 core clock and 150 memory clock

280x stuck at 300 core clock and 150 memory clock no idea why but showing up in gpux and msi afterburner i tried a clean install with DDU and alot of other "solutions" but nothing is working maybe i did the "solutions" wrong please help
 
Solution
AMD 280x (same as the HD 7970) uses ULPS. It lowers the GPU speeds when it doesn't need all of it's speed to reduce power consumption and heat.

You can leave it as, it should run itself at full speeds when you're gaming. If it isn't, you can manually turn ULPS off but the best way to do that requires a registry edit.

Yep so mgallo was right it does change when i'm in game enabled OSD to see it working thanks for your help now i just have to figure out why the PC is still so loud when the fan speed isn't even high just think i need new thermal paste and a clean i hope
