[SOLVED] 28inch monitor doesnt go well with a 23inch

I have a 23inch monitor that is set on 1920 x 1080 (apps and text size 100%). And recently I added a 28inch 4k monitor that is set on 3840 x 2160 (apps and text size 150%).
As I connected the new big monitor, I realized its text and content are so small compared to the other 23inch monitor. Of course, space is bigger compared to the other one but this is way too small and makes it hard to focus or read something. Also, when I drag one window from this screen to the 23inche one, the window gets large and makes it weird that one screen is small on another it is big, the transition does not look good really. In addition, in some apps, the menus and features don't seem to be sharp, a little bit pixelated. I am using the onboard graphic card for now (M/B Gigabyte Z87-HD3)
Is there any solution to this? I can increase the apps and text size to 200% but it will make the icons and the general quality so bad.
What configuration do you use on your 28inch monitors? Do you work with small text and content?

Right now I have two issues, first, the content is so small, the second transition from one app to another is very strange.

23" 1080p = 95.78 dpi
28" 4k = 157.35 dpi

For a PERFECT match, you'd be looking at 165% scaling (you'd have to enter this in the "custom" section of advanced scaling options) on the 4k monitor, but 150% should be pretty close. Seems like they shouldn't be TOO different at current setting (150%)

Thanks, I tried that, changing the customs scale to 165%, asked me to sign out to make changes, and then it made the 4k monitor to 350% and the small monitor to 175%. Apparently, it does not allow to change each individually. 175% is way too big for the small monitor, I tried to enter 130% instead of 165% and that made the small monitor looking alright but the content on 4k was still too small.

Try 100% and 175%? Both are pre-determined scaling options in the scaling drop-down. That should roughly result in stuff looking slightly larger on the 4k monitor than the 1080p one, but...
