290 Tri-X + FX-8320 runs poorly

I just built a new rig with an R9 290 Tri-X and FX-8320 and it is running fairly poorly.

I have only tested 5 games:

Cities Skylines - Runs as expected. No issues.
CSGO - No issues. 150+ fps as expected.
Witcher 3 - No issues. 40fps on ultra + Hairworks (limited to 8x Tessellation) with 1440p VSR
GTA V - I can't seem to go above 45 fps regardless of what settings I set it to.
Arma 3 - 15-20 fps (MP) on max. 25-30 on Very High with further reduced distances, lowest is 35-40 fps.

I have already tried many things. Overclocking the FX-8320 to 4.2 GHz, overclocking the 290 to 1140/1340, uninstalling and reinstalling drivers (15.5 Beta for GTA V), disabling all the stuff in the BIOS (core parking, etc.), using ProcessLasso with Bitsum Highest Performance, etc. Even the overclocking hardly made a difference, Anything else?

CPU Temps do not go above 55-60 Celsius when gaming (at 4.2). Even lower at stock.
GPU Temps do not go above 75 Celsius when gaming (overclocked). Again, lower at stock.

FX-8320 @ 4.2 GHz cooled by Cryorig H7
Gigabyte 970A-UD3P
8GB (single stick) DDR3 (clocked at 1600)
Sapphire Tri-X R9 290 @ 1140/1340
Samsung Spinpoint 2TB 2.5" 5400rpm HDD + 240GB OCZ Arc 100 (boot drive)
CX750M Power Supply

I think the problem is there is a CPU bottleneck. I know that the AMD GPUs require a higher CPU overhead due to their wider buses. My system is an i7-4790K and a Club3D R9 290 Royal Ace. With plenty of VRAM leftover, using only maybe 2.7GB, having the high anti-aliasing settings etc I can tell it's CPU lag due to input-output sluggishness. (I move the mouse and it takes a noticeable fraction of a second for the game to respond.) So if my big, bad 4790K has bottleneck issues, I think your FX-8000 series processor will also cause a bottleneck, especially since your card is better than mine.
