290x crossfire problems

Hi guys, I've recently been experiencing some problems with my 290x's in crossfire after replacing my old hdd that killed itself. They both show up in afterburner but only one is active. When I'm running bench marks one goes to 1250mhz while the other one stays at 0mhz. I can't really unplug one or the other because then I'd have to take apart my whole water cooling loop which id like to avoid. Any advice on how to fix the second gfx card not working would be greatly appreciated, thanks.

You are having a problem with AMD ULPS, it is a power saving feature, which saves nothing, and is VERY unstable.

Still having the problem but now instead gpu 2 is working while gpu 1 keeps going from 100% use age to 0% randomly while benching. Any other solutions?
