My new 2970wx is running too hot at idle (around 50ºC in Ryzen Master & HWMonitor ).

Motherboardis x399 Asrock Taichi (latest bios), cooler: Noctua nh-u9. Tried re-seating fan and reapplying thermal compound without luck. No OC at all.

Any ideas?

Here is what a reviewer wrote about Noctua nh-u9:

Pros: Quiet, Easy to install if it fits.
Cons: Does not adequately cool a Threadripper 2 model 2950.

I decided to try the NH-U14S with a second fan. I only did so after I CAREFULLY COMPARED its dimensions and those of the motherboard. Amazingly, it fits better because it is narrower and higher. Equally importantly, the new cooler works better, with idle CPU temps below 40 deg and operational temperatures no higher than the mid 50s.

And you've verified the cooler is functional and fully secure?
Do temperatures decrease when you open the side panel of the case?
What is the rest of your system spec?

I believe cooler works properly, but it's not strong enough for my CPU.
Opening the case I can cut around 3ºC

Cons: Does not adequately cool a Threadripper 2 model 2950.

I'm afraid this is the issue, I should replace the cooler with something stronger.

BTW, I've been playing with Ryzen Master, and I'm getting way better numbers with manual mode. My temps are now 33ºC at idle and 60ºC at load (before it would throttle at 68ºC). This is at 3.6ghz on all cores, can't go beyond that or will start to overheat. I will test again when I get another cooler.
