A bit of analogy...

> Since your primary usage will be gaming, a Intel current gen. CPU will serve you best for its faster speeds. 8700k is the best gaming CPU right now and its equally good in productivity.

> A good AIO like the Corsair above will help to check the temps and keep it within stable limits, specially if you overclock the processor.

> The board comes with lots of connectivity options, overclocking potential and features like superior audio codec with headphone amps, bluetooth and wifi.

> 3200mhz GSkill RAM compliments the platform very nicely.

> Samsung SSDs are the best performers and a M2 form factor will keep it compact. 2gb secondary drive for your large storage space.

> 1080ti the best GPU right now, but if you can hold the purchase for a month, the new Turing cards can give you even better performance.

> Nice RGB case to make it look beautiful. Cooler Master cases are known for its good air flow and cable management.

> EVGA G3 PSU is one of the best in class.

This will serve you equally good. The difference will be in longevity. Lets say 3yrs vs 5yrs.

Solution
800 for a 1080 ti seems way too high.

you can get a new 2080 for that if you're in the market for an $800 card.
They are on preorder now.

read about the benefits of water cooling.
it's not much better than big air like noctua.
the price is much higher and a lot more can go wrong with it.

is your current monitor/mouse/keyboard really nice?
a 1ms 144+ 2k is worth it. so is a good gaming mouse and mechanical keyboard (cherry red/brown).
FPS doesn't help if you don't have the monitor to display the extra frames.
