Question 2nd gpu running at x8 speed.

I use asus rog rampage x299 apex mobo, 7900x cpu, asus rig strix 2080ti oc in first slot and evga 2080ti ftw3 in 3rd slot, on mobo marking are as pciex16_1 for 1st slot, pcie x8_1 for 2nd slot, pcie x16/x8 for 3rd slot and pcie x8 for fourth slot, in 2nd pcie i have asus hyperm16 that holds to nvme ssd running at gen3 x4 speed and in 4th pcie i have usb 3.0 running at gen2 x4 speed, my cpu has 44 pcie lanes but my mobo defaults to x8 native for 2nd gpu in 3rd pcie slot and and even though its in 3rd slot it is recognised as 1st gpu in windows and in nvidia control panel and i am unable to set 1st gpu as primary and also unable to set evga gpu at x16 native, how do i fix this, thank you.

When all four PCIe slots are occupied. PCIex16/x8_3 runs at x8 mode. As you have all four slots filled. It will only run at x8.
