Hey guys , so im getting a new PC , and i will use my 1 SSD and 2 HDD , i will format the SSD and install windows 10 , do i need to format the HDD or i can keep the files

Pictures, no problem. Unless they are stuck inside the original Library folder from an older OS install.
Then, you'd have permissions issues.

Apps?
No.

Games?
Steam games can generally be accessed and used.
Others would need a reinstall.

so is it better to backup the picture and format all the HDD ?

For the Steam games, you tell the new Steam client where these are on that drive, and it should work.
