Question 2nd Monitor black screen

Having an issue where my 2nd monitor is only displaying a black screen on 'extend' but is still being picked up in settings.
When I set the settings to 'duplicate these displays', my 2nd monitor works as it should, showing exactly what's appearing on my primary
When I take a screenshot, it's still showing the 2nd monitor's display in the screenshot.
When I set the settings to 'extend these displays' my 2nd monitor is just a black screen, still showing up in settings and the screenshot method still working.

I've tried reinstalling graphics drivers, no change
I've tried unplugging both monitors, and when only the 2nd is plugged in, black screen.
I've tried fully shutting down the pc and unplugging that, no change.

If anyone has any ideas on how to fix this I would very much appreciate it.

I've also found out that after plugging in my TV as a 2nd monitor, the smaller one (that was originally the 2nd) will work fine as a 3rd monitor, but when I unplug the TV, it goes back to being a black screen.

This is incredibly annoying because I just want to use my two monitors and not have to worry about having a tv plugged in.
