2nd monitor wallpaper getting cut off

I recently installed a new SSD and wiped my old hard drive. After setting everything up it was time to find a wallpaper.

I have two monitors, both being 1920x1080. I downloaded wallpapers that are 3840x1080 and I set it to tile which is what I've always done and never had any issues and it's fit both monitors perfectly.

Well it's not fitting perfectly now. My main display is fine, but my 2nd display is cropping the image or something. Basically my 2nd display will cut about an inch to an inch and half off off the top and put it at the bottom and push the rest of the image to the top, and in some images just putting a inch to inch and a half black bard at the bottom and pushing the image up.

I'm not sure what to try, I've tried changing to fill, stretch, etc and nothing is doing what I want it to do.

Any suggestions? Running windows 7 ultimate.
 
Yes, when I right click on the desktop and and go to screen resolution, I change to both of my displays and they both say 1920x1080. Also, the 2nd display IS displaying the full image, just cutting some of the top off and placing it at the bottom.
 
I actually just switch the "appearance of my displays". My Taskbar is still on my left monitor, but I have to move it to the left side of the left monitor to go to the right monitor and make the cursor come from the right side of that monitor and that fixed the issue, and when I switched it back it kept the fix. Kind of a pain, but I guess that works?
