2nd SSD shows correctly in BIOS but not in Disk Management or Device Manager

My 2nd SSD (no OS) failed. My new SSD shows in BIOS, but not in Device Manager or Disk Management. I suspect the new SSD is good as it appears correctly in the BIOS.
Any ideas? I can't assign a drive letter or format it as I can not see it.

What are the rest of the parts here?
Specifically, the other SSD and the motherboard?

M/B Foxconn H-RS880-uATX (Aloe); CPU=AMD PhenomX4-975 3.6Ghz; 16Gb Ram: 1st SSD=SP A55 1TB; 2nd SSD=WD WDS500G2BOA 500 GB. MY PSU is Corsair CX550M. The new SSD (500Gb) was tested on 3 other computers as good using USB to SSD connector. I formatted it on one of those computers, but it still fails to show in Device Manager or Disk Management, but does show in BIOS. The SSD is a WD 500Gb.
