Hello.

My bios does not have an XMP profile and the dram is set for 1866mhz any higher then that the computer wont boot.

even tho the dram is set for 1866 cpu still reads my ram as 667mhz. my timings are 11 13 13 32

I have a asrock z97 fatality professional mobo with a i7 4790k, the board is capable of getting 2800mhz

Also to note I have a hyper x fury running on this pc wich are 1866 rams and they run at the right mhz.

I am desperate to get this to work as I had the same problem on my AMD rig could not get these rams higher then 667mhz

I have cpu-z it tells me my 2400 sticks are running at 1333 and my 1866 sticks are running at 1866,

I have also done a fire mark benchmark and tells me the same thing my hyper x beast 2400mhx are not running at 1333mhz

Well then your lucky it works at all. I would just leave it where its at it you will probably start to have problems if you try to turn it up any higher and it doesn't even seem to let you its probably detecting an error when you reboot and automatically setting it back to stock so the computer can boot.

Look in CPU-Z in the Memory tab - it will show true freq your memory is running at, which is probably 1866 (will show true freq or half (933) as this is DDR (DOUBLE data rate). All the DRAM is running at the same data rate - you can't run DRAM at different data rates, when you see 1333 or whatever it's the SPDs info for the basic boot default settings

Your ram is running at 1333 (667x2)
What does it actually say in the memory tab of cpu-z??
Ignore what 3dmark says - it has trouble defining correct ram frequencies.

You may have to write down all the settings in the xmp1200 SPD tab (including voltage) & enter them manually in bios.
