2x Xeon E5-2699 v3 18 core CPUs and hyper threading

I have a workstation that has 2x 18 core Xeon E5-2699 v3 cpus. The thing I am trying to figure out is what I believe is a hyper-threading problem. The hardware manager shows 72 processors and the task manger only shows 36. Advanced boot options also only shows 36.

I made sure Hyper threading was enabled in the BIOS,and it is.

Is there anything I am missing?

What version of Windows Server are you running? (you are running Windows Server right?)

EDIT: FYI you need to uncheck that boot limit. That's logical processors, not physical cores. They will still show up in device manager, but they will not be scheduled
