Question 3.9GB RAM usable, but it reaches 90% when I'm using only 1.2GB of RAM.

Hey there, I have a 4GB RAM and it says 3.9GB usable, I don't mind that. But when I check, the percentage reaches about 85%-90% when it's at like 1.2GB RAM used.

I'm really concerned about this, is there any fix?

In the 'Users' tab in task manager, I was thinking maybe this is the application RAM usage. But what happens to the rest of the RAM, and how can I reduce it? It's really annoying, 4GB RAM isn't even enough.
