I have this CPU fan, Thermaltake Gravity i2 95W. I have a ASUS Z 390 - P and i7 9700K. It is a 3 pin fan. Is this compatible? I read reviews that I need a 4 pin fan.

Solution
That cooler is not good for i9700K , it is for 65 watts max CPU. never use it with that CPU.

True it is rated 95 watts but you need more head room ...

get at least 150 watts cooler for that CPU.
A 3-pin fan will run continuously as there isn't a control line:
large

You really want to use the appropriate fan with the matching socket unless you have a specific reason not to.

Just my opinion, air cooling is pretty much dead go for a sealed liquid cooler. Of course a nice big radiator is great but they won't fit in all cases, there are smaller radiators that mount in the back of the case too. Be careful of offbrand units stick to corsair or one of the other names if you can.. I just switched to a corsair been very pleased to watch my heat readings drop by half.
